Nuestra Resolución de Reclutamiento

La cultura de la vigilancia policial vista y experimentada en las comunidades es tan arraigada que la capacitación por sí sola no puede solucionar este estilo de vigilancia. La sociedad debe desarraigar el reclutamiento tradicional de policías, cambiando las tradiciones de las tradiciones de quienes son elegidos para vigilar las comunidades.

El reclutamiento y la contratación de nuestros jóvenes de la comunidad cambiará las tradiciones culturales porque estos jóvenes pertenecen y provienen de estas comunidades que no los reclutan. A cambio de nuestra estrategia o «La resolución» del reclutamiento, las comunidades tendrán una mejor idea de quién las vigilan.

Las siguientes son las teorias y soluciones de Money on Books para el reclutamiento de jóvenes de la comunidad:

 

#1 – CONOCIMIENTO INTIMO DE SU COMUNIDAD

Los jóvenes de la comunidad tienen un conocimiento íntimo de quiénes son sus vecinos, tiendas, dueños de tiendas, empleados de estaciones de servicio, barberías y dónde comprar las mejores hamburguesas o burritos. Saben y entienden qué calles evitar caminar cuando son jóvenes, y esto solo les da conocimiento sobre su comunidad que no se puede enseñar, recrear o simular.

 

#2 – LA DIFERENCIA ENTRE CRIMINALES Y EL PÚBLICO

Los jóvenes de la comunidad saben que toda persona con trenzas, coletas, barbas o tatuajes no es miembro de una pandilla ni está afiliada a una pandilla. Estos conocimientos de los jóvenes que son capaz de saber identificar sin miedo o prejuicio es extremadamente importante cuando es momento de protejer y servir a la comunidad.

 

#3 – EXPERTOS EN LIDIAR CON EL SÍNDROME DE OCUPACIÓN

(Por favor no se ofenda, buscamos la diversidad para todos.) Esclavos y/o “Esos” eran controlados por ‘masters’ y/o autoridades, y ser grosero, bruto, y el uso de la fuerza letal ha sido la norma durante décadas. Para romper el ciclo de este sistema de ocupación y la cultura policial, se debe comenzar con el reclutamiento de estos jóvenes olvidados de la comunidad. Estos jóvenes saben por experiencia cómo esta «norma» o estas «fuerzas de ocupación» los han afectado. Esto solo, puede ser la diferencia más importante para detener el síndrome de ocupación y la corrección de la vigilancia para la próxima generación.

 

#4 – IGUALDAD DE PROTECCIÓN DE LA LEY

Los jóvenes de la comunidad saben que igualdad solo se puede derivar cuando uno solo ve a una persona, y no una Raza. La igualdad solo puede administrarse cuando usted conoce o tiene una idea de las personas que controla.

 

#5 – LAZOS VERDADEROS DE SANGRE, PATRIOTAS VERDADEROS

Uno se vuelve identificado a algo cuando es parte de uno mismo. Estos jóvenes de la comunidad son parte de estas comunidades, son parte de todos nosotros. Para que la policía construya una relación con las comunidades, deben existir lazos verdaderos con las comunidades. Estos jóvenes de la comunidad son esa «cadena» con lazos verdaderos con estas comunidades que se unirán entre los dos. Poseen verdaderos lazos con «estas comunidades» y pueden traer una comprensión de la comunidad con patriotismo.

 

#6 – Nosotros la gente

Nuestros representantes en nuestra comunidad es la policia, y nuestros jóvenes de la comunidad necesitan ser parte de esa representación.

Aplicación

La aplicación requerirá proporcionar información básica como nombre, dirección, fecha de nacimiento, etc. Al mismo tiempo, puede requerir información más extensa, como información de historial personal.

Los agentes de paz de California se someten a un extenso proceso de selección antes de que las agencias policiales contraten reclutas. El papel de la Comisión de California sobre Estándares y Capacitación de Oficiales de Paz (POST) incluye el establecimiento de estándares mínimos de selección para oficiales de paz en California y la realización de investigaciones que resulten en el desarrollo de las pruebas y procedimientos utilizados por las agencias policiales locales para cumplir con esta selección mínima de normas

 


 

Estandares Mínimos de Selección

Los estándares mínimos de selección de oficiales de paz se establecen en las Secciones 1029 y 1031 del Código de Gobierno. Cada oficial de policia de California debe ser:

  1. Libre de condenas por delito grave
  2. Cuidadano de los Estados Unidos o residente permanente quien es elegible para aplicar y ha aplicado para cuidadania (oficiales CHP deben ser ciudadanos al momento de graduación)
  3. Mínimo 18 años de edad
  4. entregar impresión de huellas digitales para fines de búsqueda en archivos de huellas digitales locales, estatales y nacionales para revelar cualquier registro criminal
  5. De buen carácter moral, determinado por una exhaustiva investigación de antecedentes
  6. Un graduado de Nivel Secundario, pasado el exámen GED o haber obtenido un título de dos años, cuatro años u otro título educativo avanzado de una institución acreditada o aprobada
  7. Encontrarse libre de cualquier condición física, emocional o mental que pueda afectar negativamente el ejercicio de los deberes de oficial de paz.

 


 

Examen escrito

Se les pedirá a los candidatos que demuestren la capacidad de lectura y escritura rindiendo el examen de batería de prueba de cumplimiento de la ley de nivel de entrada POST (PELLETB) u otro examen diseñado para medir la capacidad de lectura y escritura. El PELLETB es un examen escrito de modo de opciones múltiples. Si la agencia utiliza el PELLETB, la Guía de Preparación para Candidatos (pdf) y la pagina web Preguntas y Respuestas Frecuentes son buenas fuentes de información. Cualquiera que sea el examen que la agencia decida usar, asegúrese de solicitar y revisar la guía de estudio, si una se encuentra disponible.

Además, si se le solicitará que se someta a un examen de ensayo escrito; los laboratorios de escritura en línea (OWL) pueden proporcionar información útil. Una simple búsqueda en Internet de «laboratorio de escritura en línea» debería dar lugar a enlaces a varios OWL. Los OWL proporcionan información sobre la mecánica básica de la escritura, que generalmente es lo que buscan las agencias: buenas habilidades de escritura, no necesariamente el contenido.

 


 

Examen de Habilidad Física

Physical Ability Test
La mayoría de las agencias policiales administran una prueba de habilidad física (PAT) de alguna forma; sin embargo, POST no requiere este tipo de prueba como parte del proceso de selección. Como tal, POST no tiene estándares o pautas para administrar un PAT. POST, sin embargo, requiere la administración de un programa de acondicionamiento físico durante la academia.

Entrevista Verbal

La entrevista verbal probablemente será realizada por un panel compuesto por el jefe del departamento, personal del departamento y/o personal de recursos humanos, y cubrirá mínimamente las siguientes seis categorías:

  • Experiencia – evaluarán su capacidad y experiencia para aceptar responsabilidades y realizar tareas asignadas como se demuestra a través de logros en el trabajo, la escuela y en otras actividades.
  • Resolución de problemas – evaluarán sus habilidades de razonamiento para desarrollar respuestas oportunas y lógicas a una amplia variedad de situaciones y problemas.
  • Habilidades de comunicación – evaluarán sus habilidades de comunicación oral, que incluye hablar y escuchar, así como la comunicación no verbal.
  • Interés/Motivación – abordarán su interés y preparación para el trabajo de oficial de paz. Incluye una evaluación de su nivel general de interés, iniciativa y orientación a objetivos.
  • Habilidad Interpersonal – evaluarán muchas facetas, como conocimiento y adecuación social, visión social, empatía, influencia social, autorregulación social, sociabilidad, orientación de equipo, autoconfianza social, habilidades de manejo de conflictos y habilidades de negociación
  • Participación y Conciencia Comunitaria– se enfoca específicamente en sus experiencias e interés en los problemas de la comunidad, así como en su interés y capacidad para desempeñar múltiples roles y servir a una comunidad diversa.

Estas seis categorías estan cubiertas en el documento Entrevistas de Candidatos a Oficiales de Paz: Guía de Entrevista de Contratación. Este documento está diseñado para ayudar a las agencias en la realización de la entrevista; sin embargo, los candidatos pueden encontrar parte de la información útil.

La entrevista verbal es una entrevista «profesional», para la cual debe prepararse adecuadamente. Estos son algunos puntos básicos para prepararse para la entrevista:

  • Haz tu tarea – aprende sobre el departamento, el trabajo, la comunidad y los problemas actuales de la policia dentro de la comunidad
  • Vestirse apropiadamente – recuerda que esta es una entrevista «profesional»
  • Ve Preparado – llega unos 15 minutos antes; planifique y conduzca su ruta con anticipación; prevée retrasos debido al tráfico, estacionamiento, etc.

Investigación de antecedentes

La investigación de antecedentes de los oficiales de paz es un proceso que requiere mucho tiempo y trabajo, que requiere la recopilación de una variedad de documentos oficiales, contactos con familiares, amigos, empleadores y muchos otros, y controles de casi todos los aspectos de su historial personal. Los requisitos POST específicos para la realización de la investigación de antecedentes se encuentran en el Reglamento 1953 de la Comisión. POST también proporciona a las agencias la orientación de investigación de antecedentes tal como figura en la POST Manual de Investigación de antecedentes. Si bien estas referencias están diseñadas para uso de la agencia, los solicitantes pueden encontrarlas útiles para comprender el proceso de investigación de antecedentes.

El proceso de investigación de antecedentes generalmente comienza con una reunión con el investigador de antecedentes, quien le explicará el proceso y le pedirá que firme y complete numerosos formularios. El formulario más extenso e importante que le tocará completar es el Personal History Statement (PHS) – Peace Officer (doc). El investigador puede pedirle que complete el POST PHS o un formulario similar creado por la agencia. La información que proporcione en el PHS se utilizará como parte de le investigación de antecedentes del proceso de contratación. La información proporcionada debe ser completa, precisa y verdadera.

Tenga en cuenta que existen muy pocas razones para el rechazo automático. Incluso los problemas de mala conducta previa, como el uso previo de drogas ilegales, conducir bajo la influencia, robo o incluso arresto o condena, generalmente no son, en sí mismos, descalificadores automáticos. Sin embargo, declaraciones erroneas u omisiones deliberadas pueden y a menudo resultarán en que su solicitud sea rechazada, independientemente de la naturaleza o razón de las declaraciones erroneas u omisiones. De hecho, la razón número uno por la cual las personas «fallan» en las investigaciones de antecedentes es porque deliberadamente retienen o tergiversan la información relevante para el trabajo de su posible empleador.

En algún momento durante el proceso de antecedentes, se le puede pedir que muestre prueba de edad, educación y ciudadanía. Además, como parte del proceso de investigación de antecedentes, puede ser sometido a un examen de detección de mentiras, como un polígrafo o un análisis de estrés de voz. Aunque no es un requisito POST, los exámenes de detección de mentiras no es infrecuente. El objetivo principal de estos exámenes es verificar la veracidad de la información que los solicitantes han proporcionado en el PHS y al investigador de antecedentes directamente.

 


 

Evaluación Medica

Medical Evaluation
Un médico con licencia debe realizar la evaluación médica. Este y otros requisitos POST se describen en el Reglamento 1954 de la Comisión de POST.

La evaluación médica comenzará con la realización de un declaración de historial médico (pdf). Este formulario le hará preguntas sobre su historial médico. Al igual que con la investigación de antecedentes, la integridad y la precisión son críticas. La agencia le proporcionará información sobre cuándo y dónde tendrá su examen médico y con quién (es decir, no puede obtener una evaluación médica con su propio médico).

Las agencias deben establecer sus propios procedimientos y criterios de evaluación médica basados en las tareas, esfuerzo y condiciones del trabajo según lo definido por el departamento [Reglamento 1955 de la Comisión (c)]. Como tal, deberá contactar a la agencia directamente sobre cualquier pregunta sobre la evaluación médica. Sin embargo, POST proporciona a las agencias una orientación detallada en la realización de la evaluación médica. Esa guía está contenida en el POST Medical Screening Manual for California Law Enforcement. Aunque este manual está diseñado principalmente para médicos que realizan el examen, es posible que contenga información útil relacionada con la idoneidad médica.

 


 

Evaluación Psicológica

Un psicólogo o psiquiatra con licencia debe realizar la evaluación psicológica. Este y otros requisitos POST se describen en el Reglamento 1955 de la Comisión de POST.

El departamento de contratación programará su evaluación psicológica con un psicólogo asignado por ellos. La evaluación generalmente comienza con la realización de un cuestionario de historia personal. Este cuestionario es diferente y complementario a la información del historial personal que le habría dado al departamento de contratación como parte de la investigación de antecedentes. La evaluación consistirá en la administración de pruebas psicológicas escritas, así como una entrevista clínica (en persona) con el psicólogo asignado.
